Please update LINGUAS when a new language file is submitted

Currently the maintainer still has to update LINGUAS manually whenever a new language is submitted. That sucks.

There are some problems with that, this should be done on request.

A translator might not want to add the language to LINGUAS until he thinks the translation is good/complete enough for example.

So for this to work we should add an option at the submission page, "Add language to LINGUAS"

Something else, where is the LINGUAS file? Should we search for it, or should we store the location in the db as we do with "Changelog"?
